History
What began as a commitment to service has become one of the most trusted board governance platforms in education, guided by decades of collaboration.
More than three decades ago, InterCom Network began with a clear purpose: to build intelligent, customized technology that solves real operational problems for public institutions. From the beginning, the company focused on listening first. School districts, administrators, and staff shared their daily challenges, and InterCom Network responded by designing solutions tailored to how they actually work. That commitment to service, led by founder and CEO Frank Resta, shaped everything that followed and established a reputation for exceptional support and customized SaaS solutions.
In 1992, Fairfax County Public Schools partnered with InterCom Network to develop the CadDrawingManager, a custom drawing management system for Facilities Services and Design and Construction. The solution introduced discipline-specific architectural and MEP menus and pioneered the use of drawing reference files, cutting project development time in half. A decade later, Fairfax County again turned to InterCom Network, awarding a $750,000 contract to build the DigitalLibrarian, a construction document management platform that processed, scanned, and housed more than one million wide-format drawings across over 220 facilities.
In 2005, Prince William County Public Schools challenged InterCom Network to rethink board governance entirely. The result was ElectronicSchoolBoard, the first fully automated board meeting management application, enabling central office staff to collaborate on agenda creation and run structured, automated meetings. Since launching nationwide in January of 2006, ESB now celebrates 20 years of service, guided by the same original vision that continues to shape how boards prepare, meet, and document decisions.
